The people in this cartoon are, Obama(?)/Bush, Gingrich, Romney and Santorum, each sitting at a podium directed toward the Iowan audience.

I think the audience is pointing out the faults in everyone's campaign during the iowan primary. Each candidate has a specific quote, that doesn't make them look better and is comparing them to eachother.

This is playing on all the things in the current events that came up, each saying just pointing them out even further as if to say 'What is this? Anything better?' from the Iowan community at the time.

I don't believe there is much of a perspective ideologically with this cartoon, if anything this is fairly moderate in my opinion because it doesn't seem far in either direction and the play on words is subtle.
